In September of 1958 the Department of Justice announced that reports for the first six months of that year show that serious crime rose 12.3 per cent over the comparable period for 1957. The Director of the Federal Bureau of Investigation, J. Edgar Hoover, stated that if this trend continues 1958 will set a new record for major crime. For this reason, if for no other, we should investigate the psychological implications of this behavior which leads to outward bursts of anti-social action on the part of an individual.
