A preview of teaching.: Administrative responsibilities. Who assumes responsibility for the establishment of schools and the education of all the children of all the people? Logically, one would expect the ultimate responsibility to rest in the Federal government. The successful operation of a democracy cannot reasonably be hoped for unless it is controlled by an educated electorate; and when the electorate is comprised of all citizens who have attained their majority, their education would seem of necessity to become a specific objective of the national government. One is astonished, therefore, to find that the Constitution of the United States not only makes no reference to public education but, by the Tenth Amendment, delegates to the several states all powers relating thereto.
