AbstractThe student learning burden reduction policy implementation has encountered a lot of invisible resistance, the effect is far from the expected, showing the implementation of the burden reduction policy surface, local, enlargement, alienation, stagnation form, so that the “burden reduction” cannot be effectively implemented, but the burden of students has become more and more major trend. We found that the problems faced by Chinese students’ burden reduction policy implementation include lack of in-depth interpretation of policy content and improper implementation, weak social foundation, and lack of synergy for policy implementation, and the weak policy management and supervision system. We suggested to ease conflicts of interest and build a community of values, coordinate various elements of education, and establish a rational communication mechanism and strengthen the system construction related to the policy of reducing the burden.
