Introduction to the Special Issue on International Education in China At the 20th National Congress of the Communist Party of China, Xi Jinping emphasised how education, science and technology, and human resources are the main strategic elements for building a modern socialist country. Xi’s comments are in line with an almost universal realization that a robust system of higher education is essential for promoting innovation as the basis for modernization and the creation of an open and globally competitive ecosystem necessary for greater self-reliance and workforce development. And in a robust system, international cooperation, the global mobility of people and sharing of ideas, is not an option but a necessity. Accordingly, the Chinese Ministry of Education (2021) reports that:International cooperation and exchange in education have been bolstered robustly. In 2021, international students from 195 countries pursued studies in China. Furthermore, China has conducted educational cooperation with all 181 countries that maintain diplomatic relations with the country.
