In reaction to the background of an increasingly severe global warming, the concept of low-carbon highway has been proposed based on the actuality of highway construction at home and aboard and its impact on environment, with the core thinking of green, low carbon, energy saving, emission reduction and the decline of the transportation industrial carbon emissions as goal, under the requirement guideline of “the 12th Five-Year Development Plan of China”. In this paper, the complete information static game mode has been established by means of the game theory to analyze the payoff matrix of the main body of both highway construction and supervision on low carbon; and then the best action strategies for the two established with the help of pure strategy and mixed strategy analysis method are combined with Nash equilibrium solution under different actual conditions, which is of science value for decision making on highway construction and environmental supervision.
