A Discussion on Chinese Road of NGOs: Transfer of Governing Power: Wenzhou Experience in Approach... [Realizing multiple-subject co-governance by innovating social co-governance has become a general trend for government and social reform. In the practical explorations for the approach to realizing multi-subject co-governance, the practice of “transfer of governing powers” in Wenzhou stood itself out.
