[This work has been carried out within the framework of co-operation in the measurement of well-being between ISTAT and OECD, following one of the recommendations of the Stiglitz-Sen-Fitoussi Report, which suggested constructing comprehensive accounts of all the assets of a country in order to assess the sustainability of its development path (Stiglitz JE, Sen A, Fitoussi JP, Report by the commission on the measurement of economic performance and social progress. http://www.stiglitz-sen-fitoussi.fr/documents/rapport_anglais.pdf, 2009). Up to now no conceptual framework has been officially developed and internationally agreed upon for satellite accounts (SA) on education and human capital. Sometime the designing of a framework that reflects the national reality for one country may not necessary be appropriate for other countries. Nevertheless, an attempt for developing possible models of SA on education and human capital are presented here. The key questions which will seek to answer are: what is the impact of investment in education on the stock of human capital? What factors affect the formation and the depreciation of the human capital stock? What is the productivity in the education sector and what is the general impact on the total multifactor productivity? What is the impact of investment in education and other factors influencing human capital on well-being of people and society?]
