[To innovate governance is important in transforming the government. This is because innovation takes its cue from scientific methods and modern management theories, in addition to being a part of modern governance. We may say that the administrative reform of the past thirty years has been mostly about innovating governance. To some extent, it is difficult to imagine, in a country as big as China, how we could raise the capabilities of the government and maintain high economic growth and social stability for thirty-five years without the wide adoption of information technology and the Internet in public governance. In this chapter, we will discuss the role e-government plays in innovating governance, improving IT application management and raising government capabilities.]
