[Many differences separate modern governance from traditional governance, the former being characterized by the diversity of governing entities, the voice of the people, market mechanisms, and a results-based evaluation of government performance. There is another important difference, and that is the transparency of government operations. Transparency and the attendant mechanisms have always been important considerations in the thirty years of administrative reform.
