[In 1977, Illinois state superintendent Joseph M. Cronin published a controversial ‘dream’ in Phi Delta Kappa describing how Chicago desegregated its schools. In his dream, the city lost a court case, which proved that it had intentionally segregated its schools, and the courts ordered “metropolitan desegregation” through the creation and pair-ing of township districts with Chicago’s segregated areas. Chicago closed several segregated schools, increased its magnet schools, and eliminated its mobile units. The sun beaming through his window caused Cronin to awake from his dream.1]
