Abstract
[In the context of the multiple domain conceptualization of the disability process modeled and classified by the International Classification of Functioning, Disability and Health (ICF) it was essential for the Washington Group (WG) to consider carefully the purpose of the initial Census measures they sought to develop. The third meeting of the WG focused on that decision and this description of that decision process highlights the problems and ultimate solutions that were developed.]
