Cultural Clusters as a Local Economic Development Strategy in Rural Small-Town Areas: Sarah Baartman District in South AfricaBulletin of Geography. Socio-economic Series, 43
[The cultural and creative industries (CCIs) have strong links to tourism and together have been harnessed for economic growth and development. CCIs clustering in particular has become a popular local economic development strategy in both the global North and South. For rural areas, tourism related to the CCIs can be an important factor in the formation and sustainability of CCIs clusters. The role of tourism in CCIs clustering is investigated for the Sarah Baartman District (SBD), a rural area in South Africa’s Eastern Cape province. This was based on identifying CCIs clustering in the district and examining the nature of the cluster in terms of its UNESCO domain breakdown by conducting an audit of the district’s CCIs and using GIS to map the results. It was determined that tourism plays an important role within the SBD as a number of tourist strategies have been used to spur development. The type of tourism strategies utilised depends on the size and nature of the CCIs cluster that has established within the small towns of the district. Strategies employed by the SBD small towns include agri-tourism, creative or experience tourism, events tourism (mainly festivals), fine arts and crafts clusters in towns with artistic reputations, and heritage and historical tourism.]
